John Farrell, researcher on the New Rules Project at the Institute for Local Self-Reliance, will travel to Berlin and Brussels to meet with German and European experts and policy makers.

During his stay, John will share core outcomes from his latest research on renewable energy legislation at the US state and regional level, with particular insights from the Midwest of the United States

John Farrell is a senior researcher on the New Rules Project at the Institute for Local Self-Reliance,  where he examines the benefits of local ownership and dispersed generation of renewable energy.  His latest paper, Municipal Energy Financing: Lessons Learned looks at the early results from city- and county-financed energy retrofits.  He is widely known for the second and expanded edition of Energy Self Reliant States, illustrating the potential for every state to meet their renewable energy goals with in-state renewable energy sources.  

Farrell holds a Masters in Public Policy from the University of Minnesota's Humphrey Institute and a B.A. in Mathematics and American Politics and Participatory Democracy from St. Olaf College.

The Transatlantic Climate Fellowship is part of The Climate Network-Transatlantic Solutions for a Low Carbon Economy, a 2-year program by the Heinrich-Boell-Stiftung and its offices in Brussels, Prague and Washington, DC.
