The Heinrich Böll Foundation has been active in the Horn of Africa since the early 1990s. The Foundation has established a regional office for East Africa and the Horn of Africa headquartered in Nairobi, and supports partner organisations in the countries of Ethiopia, Somalia, Sudan, Kenya and Uganda.

The regional office promotes networking among the region’s civil-society organisations in the areas of environmental policy, peace work and promotion of women, and monitors the programs "Environment" and "Civil Society Program" with the components "Women / Gender" and "Reconciliation Work (Academies for Dialogue)". The Foundation’s activities in the region also include promoting art as a means of disseminating a peace culture, and creating links between environmental and gender issues and issues of conflict resolution. Furthermore, it regularly compiles studies and organises events, workshops and conferences with international groups of participants, as well as supporting various campaigns.

The location of Nairobi facilitates the networking activities of the office, since Kenya, the nucleus of the extensive Horn of Africa and East Africa region, has a strong regional orientation.

The regional director in Nairobi is Dr. h.c. Axel Harneit-Sievers.
