The main emphases of our work is on supporting democratic and legal reforms within the region, as well as on bolstering civil society. For this, the offices collaborate with journalists, lawyers, and political scientists, and they host debates and workshops.
The Foundation has two offices in South-Eastern Europe: The Belgrade office organises our activities in Serbia, Montenegro, and Kosovo; the office in Sarajevo is responsible for Bosnia-Herzegovina. The main emphases of their work is on supporting democratic and legal reforms within the region, as well as on bolstering civil society. For this, the offices collaborate with journalists, lawyers, and political scientists, and they host debates and workshops.
In addition, the offices advise democratic reform parties within the region and attempt to boost and stabilise green political currents. The overall aim is to develop alternatives to a model of the state dominated by just one ethnic group. For this, it is especially important to support projects that attempt to come to terms with the region’s troubled past. With European policies based on solidarity and sustainability the offices attempt to promote a more thoroughgoing European integration of the South-Eastern European region.
Additional programmes target the ecological overhaul of national economies, urban development, and the protection of shared resources. The offices offer qualification measures in these areas, they commission studies, and they promote networking within the region.

The Heinrich Böll Foundation office in Zagreb ceased to work on June 30, 2015. From July 1, the new founded Institute for Political Ecology - continuing in human resources and contents - will proceed covering the key aspects of the Foundation's activities, expanding it to the new focus of research.
The Institute was founded by the most important project partners of Heinrich Böll Foundation as a Croatian think tank. The new Institute absorbs the issues, networks and results of the Foundation's work in Croatia so far. Heinrich Böll Foundation Berlin will cooperate and support the Institute.
