Anna Fleischer has headed the Heinrich Boell Foundation’s Global Unit for Democracy and Human Rights in Brussels since 2025. In this role, she coordinates the Foundation’s global efforts to strengthen democratic institutions, protect human rights, and support civil society actors. Previously, she served as Program Coordinator for the Foundation’s Syria Program in Beirut, where she specialized in gender equality, grassroots movements, and working in some of the world’s most challenging conflict settings. From 2021 to 2024, she headed the Foundation’s office in Beirut.

In her work, Anna Fleischer combines strategic advocacy at the European and international levels with direct support for at-risk human rights defenders across the Heinrich Boell Foundation’s global network. Her regional focus is on the Middle East and North Africa, with a particular emphasis on Syria and Lebanon.
