Nina Locher is a Policy Fellow for Integrated Security and Resilience at the Center for Security & Defense of the German Council on Foreign Relations (DGAP). Her work focuses on internal and external security, societal resilience, and total defense. Previously, she headed the cybersecurity policy team at the German Informatics Society.
From 2022 to 2025, she served as chief of staff to a member of the German Bundestag and was responsible for the Foreign Affairs, Digital Affairs, and EU Committees. Prior to that, she held various positions at the Heinrich Böll Foundation.
She holds a dual master’s degree in Public Administration and Public Policy from the LSE and the Hertie School.
