Rodrigo Astorga Hering is a Chilean economist with fifteen years of experience at the intersection of development economics, energy and environmental policy. He leads the Heinrich Böll Foundation’s Just Transition Programme for Chile, Peru and Bolivia, co-coordinates the Energy Working Group of the Foundation’s Fair Global Deal network, and convenes Chile’s Citizen Climate Change and Citizen Mining Roundtables.
His career spans ECLAC, the ILO, IISD and Chile’s Ministries of Economy and of the Environment, where he contributed to the economic assessment of the country’s Nationally Determined Contribution ahead of COP25. He has published on structural change, industrial policy and the energy transition under ecological constraints in academic journals, book chapters and opinion columns. He holds MSc degrees in Economics from the University of Chile and in Environment & Resource Management from the Vrije Universiteit Amsterdam.
