Numerous non-governmental organisations and networks have worked on a discussion paper about the restrictions for civil society all over the world.

The first part of the paper analyses the worldwide trend of repression against civil society. In the second part the the papers' signatories sketch concrete recommendations for and expectations from the German Federal Government and ministries when advocating for democracy, human rights and the protection of an independent civil society.
