Research Archive Published: 15 September 2013 The Archiv Grünes Gedächtnis (which translates as 'green memory archive') collects materials relating to the new social movements and to the German Green Party. This includes documents from federal and regional party headquarters, as well as from the European, German, and regional German parliaments. There is also a collection of posters, recordings, and photographs. The archive has a library which is open to the public

"Bound by the times and my contemporaries, to what my generation has lived through, experienced, seen, and heard," as he himself wrote, he was the critical chronicler of Germany’s history at mid-century.
Topic: International Politics Published: 15 September 2013 After the end of the cold war foreign and security policies have been subject to rapid change. This development has been further accelerated after September 11. Traditional security policies such as deterrence and containment have been replaced by risk prevention, crisis intervention, and preemptive policy measures. Increasingly questions of foreign, security, and developmental policy have become intertwined. The debates surrounding the war on Iraq have brought to the surface tensions between the USA and Europe – as well as within Europe itself. Against this background we would like to continue the debates on the future of transatlantic relations - and this against the background of new security policy risks, crisis prevention, and preemptive policies.
Topic: Democracy Published: 15 September 2013 Democratisation is a chief tenet of green politics and a central issue in political education. Still it is often far from clear how to translate the general notion of democratisation into concrete projects, campaigns, or educational programmes. "Civil society" is one such concept which, while widely embraced, is very contentious when it comes to questions of implementation. Other such issues are the crisis of party democracy, the media and democracy, as well as numerous fundamental questions surrounding the relationship between politics and science. All of these are part of the foundation's activities. A further focus of our work are programmes that tackle far-right extremism and racism.

In this dossier, we examine what this means for the future of the country. Through analyses, interviews, films and studies, we pursue a critical discussion about Cambodia’s development, and give a say to Cambodian and German representatives of civil society and politics.
Dossier: Situation of LGBTI people in South Caucasus Published: 18 July 2013 2012 was a special year in terms of publicity of LGBTI community and LGBTI movement in all three South Caucasian countries. Several important steps have been made towards raising acute issues about sexual identity, differences/diversity and social constructs. Unconventional Oil: A Challenge for Local Communities Published: 10 October 2012 With conventional oil production in decline, the global oil industry is investing heavily in dirtier and riskier forms of oil and also in unconventional resources, such as tar sands, and oil shale. All are difficult and costly to produce, usually more carbon intensive than conventional oil and may have calamitous long-term impacts on the local environment.
Perspectives Southeastern Europe #10: Green transition and social (in)justice Published: 23 December 2021 The analytical commentaries of this issue discuss the prospects for a just green transition in the Western Balkan countries and their particular contexts of structural injustices in the societies and transition legacies. Dossier: The Future of the Nuclear Non-Proliferation Regime Published: 23 October 2009 The risk of nuclear anarchy is no longer a distant horror scenario; it has entered the realms of possibility. Heinrich Böll Foundation held its tenth Annual Foreign Policy Conference on September 10 and 11 2009 and discussed the dangers posed by nuclear weapons in the 21st century’s multilateral world order.
Debt Relief for Green and Inclusive Recovery Project Published: 1 October 2021 This paper reviews the main features of and experiences with the Brady Plan, which in 1989 laid the foundation for the restructuring of the sovereign debt of mainly Latin American countries. It argues that the combination of credit enhancement for restructured debt, moral suasion, and tax as well as regulatory relief to encourage private creditors to participate in debt restructurings may provide a template for addressing today's sovereign debt problems.

The Liquidity and Sustainability Facility for African Sovereign Bonds Published: 10 March 2021 Over the past few decades, market-based finance has become central to the global financial system. Huge volumes of financial instruments are traded on a daily basis. In an effort to improve access to global financial markets for African countries, the United Nations Economic Commission for Africa (ECA) – in cooperation with the asset management firm PIMCO – has proposed setting up a Liquidity and Sustainability Facility (LSF). This is designed to create a Special Purpose Vehicle to subsidise private sector investment in African sovereign debt. The LSF would be financed by official development assistance (ODA), multilateral development banks and/or by the central banks of members of the Organisation for Economic Co-operation and Development (OECD).

Debt for Climate Opportunities in South Africa Published: 5 January 2021 South Africa’s economy, which was already in a precarious state before Covid-2019, has been tipped into full blown crisis by the pandemic. Gross national government debt is expected to be upwards of 86% within two years.
